A better idea instead of taking over our responsibilities as fully functioning human beings, is to return to actually TEACHING DRIVERS ED. If tailgating is the problem then why not actually teach and require ONE car length per 10 miles of speed. I had excellent drivers ed. Now, again again, I watch in horror, drivers who tailgate with one car length in front of them while going 70mph. And speaking of, how about the meaning of "merging," being taught again. Those merging onto the highway, oops, I gave the clue, are required to speed up, slow down or STOP, in order to not force those already on the highway and going 65 mph, to swerve into the faster lanes. My god, we have become stupid. More tech taking over our lives is the road to hell. Take it back, OUR OWN BRAINS.
Definitely with you on the part about keeping an older car on the road. What we really need is the ability to hack our cars, even if it means swapping and removing some systems. Such changes may also be good for performance and/or efficiency modifications. I stick to older cars and I do modify them, as well. The government has not been a friend to people like me.
